Sewer break, dirt floor basement. All is cleaned but...

Try one of the enzyme sprays aimed at cleaning pet accidents. I swear by Natures Miracle. Probably need a garden sprayer, use full strength and perhaps repeat.

Bleach is the best killes every thing but just to cover smell is pine sole i know from a couple living in a house of mine used it to cover up the smell of dog poop and pee. but i use bleach its strange but it works great

I agree with the bleach, it will kill anything. Also try lime, that's what they used in out houses years ago.
